If the clog is not severe, pour a little dish soap into the bowl and follow with hot water from waist height. Give it a few minutes to soften the blockage before flushing again.
If that does not work, a toilet auger is the next best tool. It is made to clear bathroom clogs without damaging the porcelain the way random household hacks sometimes can.
Do not keep flushing a clogged toilet. That is how a manageable problem turns into a bathroom cleanup you did not ask for.
