Start outside the house. EPA guidance says the ground should slope away from the foundation, gutters should be kept clean, and downspouts should carry rainwater away from the house instead of dumping it next to the walls. FEMA’s basement-flood guidance points to the same weak spots: clogged gutters, poor drainage, and water that pools around the foundation.
If water still gets in, check the usual culprits: window wells, foundation cracks, and any sump pump or drain that is failing under heavy rain. Then dry wet materials fast. EPA says damp areas should be dried within 24 to 48 hours after a leak or spill, because that is the window before mold usually gets established.
The short version is that the basement is rarely the first problem. The grade, gutters, and downspouts usually are.
